Cynthia Coto has been the County Manager for the County of Union since November 15, 2010.
Prior to relocating to North Carolina, Coto was a resident of Central Florida from 1970 to 2010 and spent 36 years in local government service in two counties, Volusia and Seminole.
Coto previously served as county manager for Seminole County, FL. from May 2006 – October 2009. Coto began her career in local government in 1974 in Volusia County, FL. in an entry level position in Human Resources. She left three years later for Seminole County where she spent the next 23 years leading a number of departments including Environmental Services which included Solid Waste and Water and Wastewater operations, and Central Services which consisted of Information Technology, GIS, Purchasing and Contracts, Facilities and Fleet. In 1995 Coto was promoted to deputy county manager where she remained until 2000 when she returned to Volusia County as their manager where she served until December 2005.
Coto earned her undergraduate degree from the University of Central Florida in liberal studies with an emphasis in business administration, elementary education, social science and humanities. She has been a member of ICMA (International City/County Management Association) for 30 years and is a credentialed manager.
Coto is married to Michael and they have two sons and a grandson.
