About the Cardinal Innovations Community Oversight Board

(Formerly PBH “Piedmont Behavioral Healthcare”) Cardinal Innovations Healthcare Solutions (“Cardinal Innovations”) is a public entity and local political subdivision of the State of North Carolina, incorporated according to the laws of the State. Cardinal Innovations is the successor entity to PBH, formerly known as Piedmont Behavioral Healthcare. Cardinal Innovations is the exclusive Medicaid and State funded behavioral health vendor for residents of Alamance, Cabarrus, Caswell, Chatham, Davidson, Franklin, Halifax, Granville, Orange, Person, Rowan, Stanly, Union, Vance and Warren Counties. The governing unit of Cardinal Innovations is comprised of a single Governing Board and four Community Oversight Boards, one for each local Community Operations Center. The Community Oversight Boards ensure involvement of local stakeholders, promote local collaboration, and monitor services provided within established catchment areas in coordination with the Community Operations Centers. In addition to the Commissioner Representative, Union County has two appointments to the Piedmont Community Oversight Board, which serves Cabarrus, Davidson, Rowan, Stanly and Union Counties:

  • One vacancy for a Cardinal Innovations consumer or a family member; and
  • One vacancy for a community stakeholder – either a private citizen or agency stakeholder. Interested individuals should be residents of Union County.

Term: 3 year term from date of appointment. No member may serve more than three (3) consecutive three-year terms. (Commissioner Representative serves for term of office.)
